I guess $13 m isn't that low, but I can't see any way the Giants win the case. Lincecum has won two consecutive Cy Youngs. The special accomplishment clause will trigger. Maybe the pot bust hinders him a little, but I don't think it should be that big a deal. He has no reason to even bother entertaining a one-year settlement.
